After the success of ROXY's sister brand, Quicksilver, the company launched their womenswear brand ROXY in 1990. ROXY launched a swimwear line, with a full sportwear line being launched the year later in 1991. In 1992, denim pieces and snow-wear lines debuted within the brand.[1] In 1993, the iconic ROXY logo debuted, formed from the Quicksilver logo. Their line of outerwear and accessories launched in 1995, and the brand continued to dominate the surf and sportwear market for women throughout the 1990s and early 2000s.

With the rise of Kogals and Gyaru in Japan during the 1990s, surf-wear and beach attire became popular clothing items with teens and young women. As the leading brand of women's surf-wear, ROXY was popular with gyaru of the time, and the brand was also featured in egg Magazine.
